Cargo from Canada to Romania moves on two routings: by sea from Montreal or Halifax to Constanța on the Black Sea, or to Rotterdam, Antwerp or Hamburg and onward by rail or truck across Europe. Both are well served, both are used every week, and choosing between them depends on where in Romania the goods are going, whether the shipment is a full container or a few pallets, and how quickly it needs to arrive. Routing: Constanța or a North Sea port?
Constanța is Romania's main port and the largest on the Black Sea, with container services connecting via the Mediterranean hubs — typically transhipment at Piraeus, Istanbul Ambarlı or a Turkish hub — so a container from Montreal takes roughly 25 to 35 days port to port. It is the natural choice for Bucharest, the south and the east of the country: Constanța to Bucharest is a two-hour drive.
Rotterdam, Antwerp or Hamburg receive direct services from Montreal and Halifax in 10 to 16 days, after which the container travels by rail or truck across Germany, Austria or Hungary into Romania — another five to ten days. For Transylvania and the west (Cluj-Napoca, Timișoara, Oradea, Brașov) the overland routing is often faster and competitive on cost; for Bucharest, Constanța is usually cheaper. LCL shipments generally consolidate through a North Sea hub and reach Romania by truck.

Commercial cargo to Romania: what to prepare
Romania is an EU member, so a commercial shipment is an EU import. The Romanian consignee needs an EORI number and clears the goods through Romanian customs (ANAF) with the commercial invoice, packing list, bill of lading and, where relevant, a certificate of origin — under CETA, most goods of Canadian origin enter the EU duty-free with an origin declaration on the invoice. Import VAT (currently 19% in Romania on most goods) is paid or deferred by the importer. Household goods to Romania: EU customs relief
Families moving from the GTA to Romania — returning Romanians and Canadians relocating — can import their used household goods free of duty and VAT under the EU's transfer-of-residence relief, provided they have lived outside the EU for at least 12 months, have owned and used the goods for at least six months, import them within 12 months of establishing residence in Romania, and do not sell them for a year. Romanian customs will want proof of residence abroad (Canadian lease, utility bills, tax documents), proof of the new residence in Romania (identity card, registration, lease or deed), and an itemized inventory — in Romanian, or translated. The move itself runs like any overseas move from the GTA: survey, packing to export standard with an itemized inventory, loading into a dedicated container or groupage at our North York warehouse, rail to Montreal or Halifax, sailing, and delivery in Romania with unpacking. Door to door, a dedicated container to Bucharest is typically eight to ten weeks via Constanța or six to nine via a North Sea port; groupage ten to fourteen. Vehicles can travel under the relief at six months' ownership and then need Romanian registration (RAR conformity inspection). FCL or LCL to Romania?
A full container makes sense from about 12–15 cubic metres — eight to ten pallets, or a two-bedroom home and up. Below that, LCL groupage via a North Sea hub costs less, with the trade-off of longer transit and more handling. For commercial cargo to Bucharest, a 20′ or 40′ direct to Constanța is usually the cheapest per cubic metre; for a few pallets to Cluj, LCL to Rotterdam and truck is faster and simpler. Timelines from Toronto to Romania
Add one to four days of rail from the GTA to Montreal or Halifax, then the ocean transit, then customs and delivery. Via Constanța, plan on five to seven weeks port to door for Bucharest after sailing; via Rotterdam and overland, four to six weeks to western Romania. Peak season (August–October) and Black Sea hub congestion can add a week; book two to three weeks ahead of the cargo-ready date for a confirmed sailing.
